for those who are interested in this sort of thing, this is :
20 sec exposure
F 5.6
iso 100
18mm focal length
pattern metering
I also used a circular polarizer with about a half twist...i wanted the lights to reflect on the water, but not have the water blow out from the sky.

yer the lights reflecting across the water looks nice, and the sky is beatiful and blue.
